Business Manager (Senior Commercial Manager)


Role Purpose

Responsible for the financial management of the project including all aspects of commercial delivering. As an integral part of the project delivery team they hold key responsibilities associated with the commercial and financial success of each project. They will be an experienced individual who have risen through the ranks of the industry and their role is broad and includes anything from risk management to procurement, financial reporting and managing the supply chain. They will have proven skills in commercial awareness, customer liaison, project management and team leadership. They will also have an extensive understanding of the construction industry, flexibility and a talent for negotiation.  Typically they will have a track record of managing and developing a commercial team and be themselves a Chartered Member of the RICS, ICES or CIOB, and a mentor/role model to other commercial staff on their journey to becoming professionally qualified.


  • Manage the Quantity Surveying team and other Commercial team members
  • Monthly Internal Reporting
  • Cost and Value Forecasting
  • Budget Control including Programme
  • Respectful Relationship with Customer and Representatives (PAGplus)
  • Resolution of Commercial Issues with Customer
  • Supply Chain procurement and Management
  • To Manage Pricing and Recovery of all External Works
  • Maximise Opportunity from Contractual/ Commercial Issues
  • Investigation of Areas to Improve Margin
  • Resolution of Third Party Claims
  • Recovery of damage to Crown Property

Cost Engineering

  • Understands how economic factors that affects the construction industry
  • Provides commercial input to Value engineering reviews for different forms of construction
  • Manages the feedback of commercial data to Planning and Estimating


  • To support the review tenders & cost data for individual projects (schemes)
  • To manage the preparation of Forward Cost for individual projects (schemes)


  • To co-ordinate the commercial team to ensure that the commercial budget and programme issues are identified and actioned

Project Management

  • Manage the preparation of the monthly CVR and associated commercial reports
  • To be able to report and explain the commercial progress to Senior Commercial Manager
  • To manage the feedback of commercial data to Planning, Estimating, Marketing and Sales


  • Awareness of disputes resolution, including options
  • Application of legislation and ability to liaise with legal experts
  • Preparation of Estimates and Tender submissions including the interpretation of specifications & preambles specific to individual projects (schemes)
  • Representation of the financial and contractual interests to your employer and/or customer in measurement meetings
  • Co-ordination of buying, accounts, production control/planning, supply chain management & procurement techniques & surveying functions
  • Management and reporting of Commercial Risk and Opportunity
  • Management of disallowed cost

Development, Recruitment and Retention

  • Experience in the retention of staff
  • Identifies & targets the needs of individuals & self
  • Seeks & gives advice on training & development including professional
  • Gives feedback on strengths and weaknesses – connecting plans for development of individuals.
  • Determine project commercial staff requirement & liaison with Senior Commercial Manager for recruitment including temporary staff
  • Interviewing staff for lesser grades


  • Management and development of Quantity Surveying team and other Scotland TranServ Commercial team members
  • Advice and training on Contractual and commercial issues to the project team
  • Management of Contractual Issues through to resolution
  • Valuation of Core Operations/Lump Sum activities
  • Produce monthly Statement for submission to Customer
  • Commercial support, including forward costings and advice on measurement
  • Compilation of monthly reports and undertake commercial reviews
  • Submission and agreement of New Rates with Customer
  • Subcontractor Management and reviews
  • Pricing of and recovery for external works
  • Input into the Tender process providing reports and data where necessary
  • Other exercises and duties of a commercial nature as determined by the Business Manager (Senior Commercial Manager)


The Following Qualifications and Experience are Essential 

  • BSc or MSc in Quantity Surveying or experience equivalent
  • Membership of RICS, ICES or CIOB
