Job Role:

  • To supervise and manage all resources engaged in planned and reactive maintenance and elements of incident response and winter operations,
    • Ensuring the health, safety and welfare of all involved in operations
    • Ensuring the efficient execution of all operations in accordance with the requirements of the contract
    • Ensuring compliance with Scotland Transerv’s Management Systems




  • Works programming
  • Identifying and allocating appropriate resources to ensure delivery of operations to programme
  • Ensuring Construction Phase Plans, method statements and risk assessments are appropriate and available for all planned works
  • Carrying out on site visits to ensure that work is being carried out safely, to the required standards and to programme
  •  Ensuring accurate records of work carried out on daily allocation sheets and maintain accurate records and as built details if required
  •  Participation in stand by and winter maintenance rotas  
  • Briefing gangs via site specific daily task briefings, regular tool box talks and safety briefings  
  • Ensuring PPE is being worn in accordance with RAMS  
  •  Carrying out measurement and providing support to commercial team as required  
  • Ensuring that site and depot waste is correctly identified and disposed of  
  • Depot managementPreparation of duty rotas  
  • Ensuring that gangs have utility plans and permits to break ground when required  
  • Supervising subcontractors, ensuring their operatives have the necessary training to ensure they work safely and to the required standard  
  • Checking  overtime working and timesheets and processing in a timely manner ensuring compliance with HR procedures  
  • Ensuring employees accurately record use of vibration equipment to ensure  recommended levels are not exceeded  
  • Ensure all COSHH data is available for gangs when needed
  • Ensuring employees do not work contravene the working time directive
  • Managing employees’ annual leave, absence and  performance, including annual appraisal Identifying employee training requirements and ensuring the training plan is met
  •  Interviewing prospective employees in conjunction with others
  • Mentoring employee and apprentices


The Following Personal Qualities/ Experience are Essential:

  •  CITB 5 day SMSTS  
  • Full UK Driving Licence  
  •  Experience of Highways Maintenance contracts  
  • Competency in the use of Microsoft Officeood liaison and interpersonal skills  
  •  Team management skills  
  • Commercial Awareness  
  • Basic programming ability  
  • Excellent organisation and communications skillsarticipation in emergency and winter service delivery rotas  
  • Availability to work nights and weekends  
  • Self-motivated and proactive in delivering solutions  
  • Experience of performance monitoring  
  • Detailed knowledge of operational techniques

The following qualities/experience are desirable:

  •     Customer relationship skills  
  •  Understand client requirements, business needs and contract goals  
  • NVQ Level 3 or City and Guilds desirable
